The present Manual has been elaborated to assist persons who use TIR Carnets. In the case of discrepancies between the text of this Manual and the provisions of the “Declaration of Engagement by the Transport Company for Admission to the TIR Customs System and Authorization to Use Ordinary TIR Carnets” or the text of the TIR Convention, the latter Declaration and Convention shall prevail.
